Many students of English as a Second Language or ESL do not just learn speaking. They also want to take English exams. The most popular English exam among employees in Korea and in Japan is the TOEIC exam, or Test of English for International Communication.

CRI Inc. __________ all employees to wear identification badges at all times when inside the plant.
This is a vocabulary question. For some test-takers, maybe the word choices are familiar, so let’s “attack” (I love the word attack, hahaha) this question from the point of view of the test-takers who are not so familiar with the words, and those test-takers who are not so familiar yet with the structure of the English sentences.
To begin with, let’s look for some clues, and here they are:
CSI Inc. – This is a name of a company, and it’s the subject of the sentence.
The other clues are: employees (company workers), wear…identification…at all times…
Now, let’s rule out some of the choices.
Suggests—This CAN’T be the answer because of the clues wear…at all times. Wear and at all times indicate (show) that “employees…wear…identification…at all times…” is a RULE, not a suggestion.
More importantly, the verb Suggests is followed by the word That, and there is no That in the sentence
Wishes- This can’t be the answer because a company does not just wish when it comes to rules, it makes and implements rules.
Needs- This is a possible answer because it suits the grammatical structure of the sentence. However, the clues “employees…wear…identification…at all times…” sound strong, and "needs all employees to wear… " does not sound that strong.
Requires- This is the best choice. Wearing identification badges at all times is a requirement, it’s a must, the employees have to do it, the employees have to follow it whether they like it or not.
The answer, therefore, is D- Requires.
